1. CPNH Coalition Eliminating Regulatory Obstacles

The CPNH coalition, including support from Nashua Mayor Jim Donchess and Lebanon Assistant Mayor Clifton Below, continues to make headway in the regulatory rule making process on Community Power Aggregations (CPAs).
 
In his June 15 “Power to the People” column, Don Kreis, the New Hampshire Consumer Advocate, blew the whistle on concerns about potential regulations that would be crippling to CPAs.
 
A series of meetings hosted by the CPNH coalition brought together regulators, utilities, state officials, and community leaders to build a consensus focused on avoiding cumbersome regulations and enabling energy market innovation through CPAs.
 
“The City of Nashua is committed to creating a community power program that breaks social equity barriers for our own community and those that surround us,” said Nashua Mayor Jim Donchess. “It means providing cheaper energy prices for our residents and eventually providing those that wouldn’t generally be able to afford private renewable resources with a renewable energy portfolio. I am hoping that Nashua can take a step approach to community power, with the city eventually owning its complete renewable energy portfolio." 

Nashua, along with Hanover, Lebanon, and Cheshire County, is leading the effort to develop NH's Community Power market.
 
Regulations promulgated by the Public Utilities Commission will directly affect the pricing and the quality of services CPAs are able to offer to their residents and businesses. 
 
"The key to maximum success for CPAs is the ability of communities to work together to remove top-down regulatory barriers to innovation," comments Samuel Golding, national expert in Community Power Aggregations. "Experts around the country are impressed by the deliberate and coordinated approach to Community Power taking shape in New Hampshire."

A coalition of towns, cities, counties, and regional planning commissions are coordinating to establish CPNH, a locally governed public power nonprofit that will provide enabling services to Community Power Aggregations. More on CPNH at www.communitypowernh.org.
